Is Iowa's drinking rate too high?

IOWA - Johnson County, Iowa residents remain some of the hardest, heaviest and most invested alcohol drinkers in Iowa, according to new data from the Iowa Alcoholic Beverages Division.

Per capita, Johnson County residents bought $160.23 of hard alcohol per person and consumed 3.16 gallons in 2010, which is less than a 1 percent climb from fiscal 2009 in each category, according to data from the division. Those rates remain among the highest levels of hard alcohol use in Iowa.

Despite its reputation as a party destination, staff at the division don’t see Johnson County — home to the University of Iowa — standing out for its alcohol use.

“Looking at the data, I don’t think Iowa City jumps out any more than Ames or Cedar Falls or any other area with a similar population and tourist draw,” said Tonya Dusold, communications director for the alcoholic beverages division.

The data might dispel the notion that Johnson County is the drinking capital of Iowa, which is unexpected to some.

“I am surprised,” said Peter Nathan, a University of Iowa psychology professor who studies alcohol use and has advocated for a change in local drinking laws, including the 21-only bar entry ordinance that went into effect June 1 and will be on the ballot on Election Day. “I guess I would actually expect, in terms of gallons, Iowa City would be at the top.”

A person's risk for developing alcoholism can increase based on the person's environment, including where and how he or she lives; family, friends, and culture; peer pressure; and even how easy it is to get alcohol.

Is everyone who drinks too much, too often, an alcoholic? No, because the latest diagnostic criteria for alcohol dependence ("alcoholism"), as listed in the Diagnostic and Statistical Manual, Edition IV, Text Revision (DSM-IV-TR, 2000) do not include amount consumed or duration of alcohol consumption as diagnostic criteria. The main difference between alcoholism (pathological alcohol dependence) and willful alcohol abuse is whether a person can stop when critical life events (e.g., loss of a job or a spouse) occur. If (s)he cannot, then by definition there is "impaired control" over alcohol use, the main diagnostic criterion of alcohol dependence.
