Proposed North Dakota Drug & Alcohol Treatment Facility Denied
NORTH DAKOTA - Dickinson, North Dakota's city hall attracted a big crowd Monday night, as city commissioners decided the fate of a proposed drug and alcohol treatment facility.
The North Dakota planning and zoning board had previously denied a special use permit because neighbors feared what the center would bring.
Shawn Solberg tried to persuade city commissioners to allow him to bring a drug and alcohol treatment center into Dickenson, North Dakota. He was unsuccessful.
"There is such need and a want for this. For them to base it off a couple of people, I don`t think they`re going by what the general population of this town really wants, other than a couple of outspoken people in the neighborhood," said Solberg.
The city's planning and zoning board already turned down Solberg`s request for a special use permit because neighbors opposed it. Solberg said about 10 patients would live in the facility.
Opponents said their main concern is the possibility of having ex-cons and sexual predators stay there.
"The people that we know are sexual predators, we know who they are. We have that capability of finding out who they are. If we have a transient population, we don`t have that capability," said Pam Kolling, who lives near the proposed site on Dickinson, North Dakota's north side.
Opponents said they are relieved city commissioners sided with them and hope Solberg still tries to bring a facility to North Dakota, but in a different area.
"I hope he doesn`t stop the dream of having this home because we all feel that it is needed in this community," said Kolling.
Solberg blames misinformation for swaying city leaders. "I have attorneys that are just waiting to bounce on this. I didn`t want to do any of that, but if they pushed me to where I have to I`m going to have to be in contact with some other people," said Solberg.
Solberg said he believes the city is violating fair housing laws. City commissioners said their decision is based on land-use, not to discriminate against people who need drug and alcohol treatment, and would like to see such a facility brought into a more commercialized part of town.
