In other words, alcohol causes a reduction in the inhibitory parts of the brain, thereby causing them to relax their influence on parts of the brain that can exhibit stimulation. We feel "high" when our cerebral cortex is more dis-inhibited, so we infer that alcohol has a major effect on depressing the cerebral cortex.
